Relaxed Constraint Decoding
When running Moses with the -constraint option, you run into problems once your constraining sentences contain target words that cannot be found in the phrase table.
By introducing "epsilon translation options" which do not cover any source words for each of those non-phrase-table words, this problem can be resolved.
A prototypical implementation works as of thursday; a cleaned up version will be available from GitHub soon.
