Integration Of Phrase Table Filtering And Merging In Moses

The phrase table filtering code depends on SAMT so is awkward to build. There's no reason why it can't be refactored to use the Moses suffix arrays, and integrated into the Moses build. EMS integration is already done in the damt_phrase branch so just needs to be merged in. Phrase table merging was added by Rico Sennrich, but it would be really useful to have it callable from EMS.
